The Marlin Alliance, Inc. is seeking a Navy Qualified Validator to support a Philadelphia-area Department of Defense (DoD) client. Salary is commensurate with experience. *** Position is onsite in the greater Philadelphia, PA area. Local candidates only please.
Established in 2002, The Marlin Alliance is seeking to hire highly skilled individuals to support mission critical projects within the Navy. We are looking for motivated individuals to lead and support digital transformation, data science and analytics, and automation projects for variety of Navy clients. Individuals must be able to function in a fast-paced work environment and able to adapt quickly to rapidly changing requirements and technologies. Using your comprehensive knowledge of various technologies, you will design, develop, and implement solutions to support Navy mission owners in their digital transformation journey.
Essential Duties and Responsibilities
- Must possess Navy Qualified Validator Certification from the Navy Certification Authority (CA) at time of proposal submittal.
- Update data repositories such as DADMS, DITPR-DON, OCRS, and eMASS (IATS replacement system).
- Generate and/or update metrics and reports.
- Maintain required artifacts to ensure continued compliance to current DoD 5000 series acquisition, information assurance requirements, and enterprise reporting requirements.
- Support FISMA reporting requirements, including assessment of current FISMA reporting requirements and guidance. Assessments shall include review of current FISMA IT Registry reporting requirements and shall include recommendations in coordination with Information Technology Management for updates required to comply with FISMA guidance, IT registry, and FISMA reporting.
Review and assess status of IT Registry entries and FISMA reports.
Create a FISMA Status Report that consolidates recommended updates to the IT registry. The report shall consider and address the following:
Identify current FISMA reporting requirements.
Assess current FISMA IT registry requirements including accreditation.
Review and assess status of the annual FISMA report.
Review, assess and provide monthly accreditation status.
Review, assess and provide monthly security metrics status.
Support IT registry reporting and completion of Chief Information Officer (CIO) FISMA report (including the results of Gold disk and retina security scans).
Provide FISMA support in accordance with the Business Rules for C&A and FISMA.
Maintain the DOD Information Assurance Certification & Accreditation Process (DIACAP) package. Maintain DIACAP package artifacts in the applicable databases. Update the artifacts as required when changes occur. At a minimum, perform annual reviews of the package.
Conduct C&A validation and collaboration events as required.
Perform all other position related duties as assigned or requested.
Qualifications (Education, Experience, Skills)
- Bachelor’s degree in computer science, information technology, communications systems management, or an equivalent science, technology, engineering & mathematics (STEM) degree from an accredited college or university.
- Ten (10) years’ practical experience in a cybersecurity or A&A related field. Experience should include implementing and/or reviewing RMF lifecycle documentation; ensuring/validating the confidentiality, integrity, and availability of systems, networks, and information; and conducting risk and vulnerability reviews and assessments to ensure accreditation procedures were followed, and documenting non-compliance.
- Candidate must hold a government Secret security clearance
