Senior Test & Evaluation (T&E) Support Specialist

Department: Information Technology (Consulting)
Location: San Diego, CA

We are seeking a highly skilled Senior Test & Evaluation (T&E) Support Specialist to provide direct support to a U.S. Navy Systems Command program office. The position involves leading and coordinating T&E planning, documentation, and execution activities throughout the system acquisition lifecycle. The selected candidate will support Navy acquisition efforts involving the integration, development, and modernization of C4I and other mission-critical systems.

Key Responsibilities

  • Lead and support planning, execution, direction, documentation, and reporting for experimental, developmental, and operational test events across operational, hardware-in-the-loop (HWIL), virtual, and other applicable environments.
  • Develop and coordinate test objectives, procedures, schedules, data collection plans, test reports, briefings, after-action materials, and other deliverables to ensure test activities are organized, traceable, and aligned to program objectives.
  • Serve as a senior test lead during operational test events by coordinating participants, managing execution flow, tracking issues, capturing observations, and ensuring results are clearly documented and communicated.
  • Coordinate cross-functional teams of engineers, developers, operators, analysts, and program personnel to support integrated testing of complex Navy capabilities across technical and operational environments.
  • Apply experience with mission engineering, fires, modeling and simulation, and data analytics to help inform system design, operational concepts, test objectives, performance assessments, and risk-based recommendations.
  • Support testing and evaluation of communications systems, routing, broadcast capabilities, tactical networks, datalinks, and Aegis Weapon System (AWS) related capabilities, as applicable to program needs.
  • Provide leadership and management support within team-of-teams environments by coordinating priorities, tracking action items, communicating status, supporting issue resolution, and mentoring less experienced test personnel.
  • Communicate test objectives, execution status, technical findings, operational impacts, risks, and recommendations clearly across operational, technical, program management, and executive audiences.

Required Qualifications

  • Extensive experience planning, test directing, executing, documenting, and reporting on operational testing.
  • Demonstrated leadership and management capability within cross-functional technical and operational team-of-teams environments.
  • Ability to coordinate engineers, developers, operators, analysts, and program stakeholders in support of complex test events.
  • Experience developing or reviewing test documentation, test reports, briefings, after-action materials, and other deliverables used to capture results, observations, issues, risks, and recommendations.
  • Strong written and verbal communication skills with the ability to translate technical information for operational, program, and executive audiences.
  • Demonstrated ability to coordinate tasks, communicate status, manage stakeholders, support issue resolution, and provide senior-level test support in a dynamic program environment.

Desired Knowledge, Skills, and Abilities

  • Experience supporting experimental, developmental, and/or operational test activities in HWIL, operational, shipboard, virtual, or similar test environments.
  • Experience supporting mission engineering and/or fires-related efforts.
  • Experience with modeling and simulation and data analytics to inform system design, operational concepts, test planning, or performance assessments.
  • Experience with communications systems and routing, especially broadcast capabilities.
  • Experience with tactical networks, datalinks, and/or Aegis Weapon System-related capabilities.
  • Experience supporting Navy, DoD, shipboard, operational, or enterprise test environments.
  • Experience supporting cloud platforms, containerization technologies, DevOps practices, and/or CI/CD pipelines.

Education and Certification Requirements:

  • Bachelor’s Degree or Equivalent Experience

Citizenship and Clearance requirements:

  • US Citizenship required
  • No dual citizenship
  • Active DOD Secret security clearance is required

Travel & Passport:

  • 10% travel estimate
  • CONUS and OCONUS
  • Valid passport will be required
