Senior Budget Strategist

We are seeking a Senior Budget & Systems Analyst to support our Navy client in San Diego. This role combines strategic budget planning with operational systems analysis in support of the Program Objective Memorandum (POM) process, investment decision support, and recurring data calls. The ideal candidate brings a solid understanding of Planning, Programming, Budgeting, and Execution (PPBE), C4I systems engineering, and acquisition processes, along with strong technical proficiency in Excel and Power BI/Tableau.

This position is embedded within the TD’s core support team and plays a critical role in maintaining configuration control of key planning tools like the Pinnacle 27 Systems List (PSL), responding to high-level data calls, and enabling informed decisions related to Fleet readiness, Resilient C2, and emerging technical initiatives.

Established in 2002, The Marlin Alliance is seeking to hire highly skilled individuals to support mission critical projects within the Navy. We are looking for motivated individuals to lead and support digital transformation, data science and analytics, and automation projects for variety of Navy clients. Individuals must be able to function in a fast-paced work environment and able to adapt quickly to rapidly changing requirements and technologies. Using your comprehensive knowledge of various technologies, you will design, develop, and implement solutions to support Navy mission owners in their digital transformation journey.

Key Responsibilities

  • Serve as the TD’s lead analyst for POM-related investment planning and affordability analysis

  • Maintain configuration control of the Pinnacle 27 Systems List (PSL) and associated reference datasets

  • Perform structured data wrangling, integration, and visualization using Power BI or Tableau

  • Participate in decision forums including Acquisition Core Team (ACT) reviews, POM syncs, and Engineering Working Groups

  • Manage and coordinate TD responses to enterprise-wide data calls and taskers via the Data Call Dashboard

  • Support C4I technical planning efforts for initiatives including Resilient Command and Control (RC2) and proliferated LEO (pLEO) architecture

  • Contribute to the development and refinement of TD’s processes, SOPs, and tools for tracking and reporting

Required Qualifications

  • Active TS/SCI clearance

  • 10+ years of relevant experience supporting Navy acquisition, budgeting, or systems engineering efforts

  • Strong familiarity with Navy PPBE processes, particularly POM development and issue paper analysis

  • Working knowledge of C4I systems, Fleet readiness priorities, and systems engineering concepts

  • High proficiency in Microsoft Excel and experience with Power BI or Tableau for data modeling and visualization

  • Demonstrated ability to manage and respond to complex taskers, coordinate across stakeholders, and maintain version control of key documents

Desired Qualifications

  • Experience supporting PEO C4I, NAVWAR, or SYSCOM-level program offices

  • Familiarity with tools and environments including FlankSpeed, SIPRnet, JWICS, ODIN, ETMS2, and structured collaboration platforms (e.g., MS Teams, SharePoint)

  • Ability to work on-site full-time and participate in weekly TD sync meetings and working groups

  • Bachelor’s or Master’s degree in engineering, business, systems management, or a related field
